powers would be vested in him, so that he might have a free

hand to suppress brigandage and reorganise the police system of

the province: 2. that the office of Fa Chun Shih then held by

himself, would be abolished, that so the military power might

remain entirely with the military Governor: 3. that the Treasury

in Peking would supply the Canton Goverment with twenty million

dollars wherewith to place the note issue on a secure basis. In

making these stipulations he was supported by several influen-

tial Chinese in Hongkong, who urged upon the Canton merchants

the impracticability, so far as the province of Kuangtung was

concerned, of separating civil and military power, on account

of its remoteness from Peking and its proximity to foreign

territory: they urged also the desirability of Peking taking

over and guaranteeing the issue of Canton Notes. Finally the

Central Government replied, first hinting that Ch'en Chao-chẳng

would probably not take up office, secondly granting the request

that the post of Hu Chun Shih be abolished, since the reason for

its existence, the inexperience in military matters of the late

Tu Tu, no longer existed and thirdly adding that the question

of the Note Issue had been referred tothe Treasury, but it must

be borne in mind that there was no cause why Kuangtung should

be accorded special favourable treatment. On receipt of these

assurances and of a message from the Minister of Finance that

"a supply of Peking Notes would be sent to Canton to redeem the

local notes and help incidentally to centralise authority",

Ch'en Chiung-ming decided to accept the appointment and took

over the seals of office on July 4th.

Condition of the Province.

During May and June lawlessness in the province has

steadily increased. A society called the Mauser Pistol Associa-

tion (Po K'o Hui), membership of which is said to be

restricted to persons possessing these weapons, began to attract

attention in May and the success of their plundering expeditions

soon swelled the number of their followers and extended the
